I think it's a no brainer for google to come out ahead in china because of three reasons:
1. Google is a better search engine that returns more relevant results. Usually the better product or technology will win out (except betamax in the US ;-)
2. BECAUSE google is a better service - it's a much better channel for Chinese businesses to advertise on. The market is more efficient for advertising
3. Eventually the chinese government is going to wake up and realize that they are losing billions in lost tax revenue by not enforcing internationally upheld copyright laws.

I agree with you on the two reasons, but there seem to be other elements as well, when I read some blogs: little complaints coming from bloggers re. the results quality of Baidu, Baidu is offering much more other services in China than Google (well, Google has a reason for that), and there were some small independant academic studies saying that Baidu is doing better in handling chinese search queries than Google. Some bloggers complaining google not handling popular Chinese acronyms well. German search engines are also claiming they are doing better than Google in german language, they probably do (but google still prevails):-). Re. Spam, Baidu is investing much more human editorial efforts in checking the Websites than Google. I did not test myself, but human editorial control should be good in general for relevance of the contents, I guess. Re. the advertisements in Baidu, I totally agree with you that cheating will not hold long, unless it becomes the only search tool allowed to be used.
